After being brought into the customs territory of the European Union, the goods do not have to be released for free circulation in the first place. There are a number of special procedures that allow you to suspend your duties and taxes, one of which is the transit procedure. Such a procedure may apply to non-Union goods moved, for example, between customs offices in the European Union, but also to EU goods that will "temporarily" leave the territory of the Community during transport.
